The formation process for a power-law electron energy distribution in a plasma turbulence reactor (PTR) is investigated, taking Compton scattering of reabsorbed radiation into account. The universality of the PTR as a source of relativistic electrons with a power-law energy spectrum is demonstrated for conditions close to actual astrophysical conditions in the presence of magnetic fields and turbulent magnetic oscillation modes. The dependence of the power-law spectral index on parameters characterizing the plasma of the turbulence reactor is studied for different kinds of turbulence. Spectral-index values not exceeding 3 are obtained, which correspond to the range of most probable values found in investigations of celestial radio sources.
