It is shown that electron lifetimes against Compton losses in NGC 4151 are 2-3 weeks and thus sufficiently large to allow burst-like injection of electrons. Electron pile-up accurately explains the observed gamma ray spectrum and cut-off. The total energy content of the burst must then have been of the order of 10 to the 51st power ergs. If this model is correct, the gamma ray spectrum must be highly time variable.
