A composite model for the narrow emission line region of active galactic nuclei (AGN) is proposed. It is assumed that the emitting matter is in the form of filaments moving through a dilute galactic medium. To determine the physical conditions of the gas and the emission line intensities, the effect of both the shock hydrodynamics and the photoionization are considered. In order to determine the relative importance of each effect, the galactic nuclei are distributed in groups following the narrow line intensities relative to H-beta available in the literature. The results obtained for infalling matter show that AGN can be separated into shock-dominated and radiation-dominated groups; the velocity of the former group ranges from 100 to 300 km/s, and for the latter group from 200 to 600 km/s.
