The only three Jupiter Family Comets (JFCs) imaged by spacecraft to date show great diversities in their photometric properties. We compared comet 9P/Tempel 1 with 19P/Borrelly, as well as other dark asteroids and comets. The phase function of Tempel 1 constructed from Deep Impact (DI) encounter images and lookback images suggests a phase coefficient and an asymmetry factor that are very close to the values of other comets and asteroid (253) Mathilde. The featureless visible spectrum of Tempel 1 with a red slope of 12.5+/-1%/100 nm at V-band is also similar to those of other comets. From disk-resolved images, the Hapke single-scattering albedo (SSA) and photometric roughness parameter of Tempel 1 were found very similar to the most common values of other comets and Mathilde, as well. The similarities of photometric properties of Tempel 1 with other comets and dark asteroids indicate that Tempel 1 is a very typical JFC in terms of its photometric properties, and the generalization of DI results is justified from this aspect. However, the surface of Tempel 1 shows very subtle albedo variations, as well as color variations, as compared to comet Borrelly, possibly resulted from different formations and/or evolutions. Large variations in albedo and color on Tempel 1 are observed for very small areas where the exposed water ice has been confirmed. The correlations between albedo and color variations, as well as particular morphological features are not found on Borrelly from the disk-resolved images returned by Deep Space 1.
