A comparison of measurements of FON (Photographic Sky Survey) and GSC (Gauide Star Catalog) program plates has been carried out. The comparison region is limited by a sky area from 7.6 to 9.1 h in right ascension and from +14 to +30 deg in declination. Approximately 17,600 common stars from 7.2 to 14.5 deg were chosen for the comparison. Mean differences of star positions are considered as functions of magnitudes of stars and their positions on plates. It allows us to construct plate masks for both telescopes used in FON and GSC programs.
