Data on electron fluxes obtained with the ARAKS wide-angle detector are compared with Monte-Carlo calculations. The comparison shows that atmospheric scattering is one of the principal mechanisms underlying electron-pulse dynamics in the ionosphere. In the case of upward injection, the effect of electron scattering by the body of the rocket cannot be substantial, and the role of atmospheric scattering is evident. On the other hand, a height and pitch-angle dependence of the flux to the detector is disclosed even in the case of downward injection.
