Indices describing the behavior of cosmic rays throughout the solar activity cycle are compared with each other in order to determine their behavior during various phases of the solar cycle, and the relevance of each of the indices to the cosmic ray intensity is examined. A good correlation is found between all the indices during the rise and decay phases and over the 11-year cycle as a whole. The indices behave very differently during the solar maximum, indicating an important role for some previously disregarded factor. The indices properly describe the 11-year cosmic ray variation, especially in cycle 19. No universal index now exists which can equally well describe the cosmic ray modulation during different phases of the solar activity cycle. The deterioration of the relationship between the indices and cosmic ray intensities during high solar activity indicates that the parameters reflecting the sun's flare activity must be included in the indices.
