We propose a census of compact HII regions in a 3 x 2 degree region of the Galactic plane. This region is well studied, with MOST (843 MHz) and MSX (8 micron) images used to discriminate between thermal and nonthermal sources. We will use the wideband all-sky 20 GHz survey as our initial finding chart for the region. Obtaining accurate 20 GHz flux densities and H70alpha radio recombination line measurements will allow us to investigate the role compact HII regions play in the ionisation of hydrogen in and above the galactic plane. This project will serve as a test run for a complete census of Galactic compact HII regions, following up all candidates selected from the 20 GHz survey. Measuring accurate 20 GHz fluxes for the brightest sources in the field is also important for characterising these sources so they can be used as calibrators for the Planck mission.
