Common characteristics of nine active regions of strong proton flares in the 22th solar activity cycle have been studied. The results indicate that δ type sunspots with a single granular structure, that is many umbras with opposite magnetic polarities locked tightly in a single penumbra are typical morphological characteristics of the active regions of strong proton flares. Another important characteristics of the active regions of proton flares is the rotation of the sunspot groups.
