We present the high level design of the CADC Common Archive Observation Model (CAOM). The purpose of this model is to standardize the core parts of every archive implementation so that a common set of software tools can be used across archives. This set of tools includes simple data access mechanisms (web pages and proxies), discovery agents, advanced query capabilities, and advanced applications. In addition, we intend to implement a cross-archive data warehouse to support all Virtual Observatory services; the data warehouse will hold metadata for both public and proprietary data; the common model will also be used within the data warehouse and thus defines the portion of the archive database that will be synchronized with the data warehouse.
