Several comments are presented regarding the Planck-Larkin partition function (PLPF) and scattering states. It is shown that the major physical problem with the temperature-dependent PLPF is that the effective maximum bound state for hydrogen predicted in this theory is considerably less than the maximum hydrogen lines observed in the solar photosphere and chromosphere. Regarding the partial compensation of bound states in an internal electron partition function by continuum states, it is noted that the time-averaged terms of a sum over states are all positive; hence, compensation is not possible.
