Based on data from the FR 1 satellite, two interpretations of the propagation of VLF waves through the inner plasmasphere are proposed. In one interpretation, ducted waves are said to play a minor role, whereas the main mechanism of propagation is carried out by non-ducted waves reflected by density drop-offs. This position is supported using electron density models in multipole fields over both hemispheres. In the other interpretation, the accuracy of the electron density model is questioned on the grounds that the strong density gradients attributed to it are actually less well defined, and that substantial ion leakage occurs. Both arguments revolve around conflicting measurements of L-values.
