Theoretical expressions for the absolute maximum temperature of thermal radiation are investigated analytically. Hawking's invariant-area theorem (Hawking and Ellis, 1973) for rotating black holes and the process proposed by Penrose (1969) for the loss of black-hole mass and angular momentum are taken into account, and it is found that the dimensionless parameter alpha must have a value much smaller than that suggested by Sakharov (1966) or Brandt (1983).
