A two-component model of the optical reflectance of the lunar surface is used to resolve a conflict between the empirical formula relating the rho(0.56 micron)/rho(0.40 micron) color-index with TiO2 content (%), and the theory of charge transfer. Measurements of glasses which imitate the lunar regolith are also used. The effects of FeO content and regolith maturity on the color index in this spectral region are discussed. A new interpretation is given of the albedo vs color diagram of the moon.
