Collision strengths for the optically allowed transitions have been calculated among the 1s2 2s2 2p2, 1s2 2s 2p3, and 1s2 2p4 configurations of Ne V and Mg VII. The R-matrix and Coulomb-Born methods are used to calculate the contribution of partial waves with angular momentum L of at least 9 and L less than 9 respectively. The calculations are made for a wide energy range, up to 40 Ry for Ne V and up to 65 Ry for Mg VII. The present results are found to be lower, in general, by as much as 45 percent than the earlier distorted-wave calculations. Effective collision strengths (used in the computations of excitation and de-excitation rate coefficients) are also calculated for a wide electron temperature range of 5000-10,000,000 K and are compared with the earlier results.
