It is shown that in a dispersive medium the neutrino acquires an induced electric charge, due to medium polarization irrespective of the neutrino rest-mass. The self-consistent electromagnetic A-field is taken into account in the relativistic kinetic equation for neutrino derived by Bogolyubov's method to give the electric form factor and charge of neutrino. It is shown that the existence of a massless long-range weak Z-field provided polarization of a medium by moving neutrinos. Polarization and Vavilov-Cerenkov losses of the zero-mass neutrino in metal plasma and in cooling magnetic stars are considered.
