The mechanism of star-formation and support of the activity of galactic nuclei, which is connected with bar-mode instability, is reexamined. Only the bar mode, which is due to the alignment of stellar orbits, can be effective under conditions of central galactic regions. The conventional bar mode connected with rapid rotation is suppressed by the large gravity potential outside the active disk. It is shown that if the gravity potential is such that the instability of purely radial orbits is replaced by the oscillatory mode, an instability which is a distant analogue of the cone instability in a plasma is possible in the system. This instability is studied in the linear approximation within the framework of a simple analytical model.
