The cold atomic phase of the Galactic interstellar medium is frequently visible as HI self-absorption (HISA) against background HI 21cm emission. But charting HISA in the Milky Way requires both wide sky coverage and high angular resolution. We are examining the cold HI in a 73 x 9 degree section of the outer Galaxy at arcminute resolution with the Canadian Galactic Plane Survey (CGPS), which to date has captured a diverse array of richly structured HISA features. Using automated HISA detection and analysis methods we have developed, we explore the physical properties and spatial distribution of the cold HI gas. We wish to determine whether the HISA features' properties cluster around a set characteristic values or cover a broader range of conditions. Likewise, we are interested in learning if the features are scattered evenly through the Galactic disk in a ``plum pudding'' distribution or are instead concentrated near specific regions of position-velocity space, such as spiral arm shocks.
