Hydrodynamic models have been proposed to generate large-scale structure from small-scale initial density perturbations. These models invoke high energy explosions to catalyze the collapse of material on large mass scales. Through inverse Compton scattering, a distribution of explosions in the early universe produces a distortion in the spectrum of the primordial photon background. We calculate the overall spectral distortion and compare our calculations to the recent measurements of the COBE satellite. We find that existing upper limits on the spectral distortion of the background radiation are beginning to challenge this theory of galaxy formation.
