It is shown that the interstellar turbulent plasma in the arms of the Galaxy has two components: component BII, which is extremely nonuniform and associated with HII regions and supernova remnants, and component BI, which is more homogeneous and corresponds to the numerous Strömgren zones formed by 07-B0 stars. The following parameters are obtained for component BI: cloud size <= 50 kpc, mean electron density in the clouds N_e = 0.1-1 cm^-3, characteristic thickness of the cloud layer 300-500 pc, volume density of the cloud distribution ~= 1 x 10^-6 pc^-3, scale height of the cloud distribution above the Galactic plane ~= 80-250 pc. For N_e < N_e,_rit ~= 0.7 cm^-3, the turbulence is weak; the level of turbulence grows with N_e.
