The CCD spectra of Nova Cygni 1992 = V1974 Cyg in the nebular phase obtained between May 1992 and October 1993 at the Crimean Station of the Sternberg Astronomical Institute and in Moscow are used to determine the chemical composition of its shell. The chemical composition of the shell confirms that Nova V1974 Cyg belongs to the class of ONeMg novae. The difference in the neon abundances derived by us and by Rafanelli et al. (1995) is discussed. The results can be reconciled by assuming that the electron temperature in the Ne^3+ emission region is 5000-10 000 K higher than that in the Ne^2+ region. In addition to He, O, and N, we determined the abundances of Ar, Fe, C, and Cl.
