This paper reports the failure of numerical tests of analytical models for the planetary nebula NGC 7027 which assume the ionization and temperature structure of a steady-state spherically symmetric nebula photoionized by a central source. It is proposed that the observations of NGC 7027 be interpreted in terms of charge-transfer reactions with atomic hydrogen. The charge-transfer rates giving the best fit to the observations are deduced, and the residual discrepancies are discussed in the framework of a two-component model. Some observational tests of the charge-transfer model are suggested. It is concluded that large density fluctuations are not required to explain the emission-line spectrum.
