The latitude profiles and the dynamics of penetration boundaries of 0.9-8.0-MeV solar protons are examined with reference to Intercosmos-19 data and compared against the locations of the external capture boundaries of electrons with eneregies of 40 keV or greater, 0.3-0.6 MeV, and 0.9-1.2 MeV. Data on the fine structure of the development of magnetospheric substorms and storms are discussed.
