Measurements of the charged component of cosmic rays taken from aircraft in the height range 2-10 km over various parts of the Soviet Union are discussed. Reverse latitudinal effects of 5-10 percent in cosmic ray distribution are identified which have been observed for periods of one year and longer. The observed anomalies cannot be explained by thermal or geomagnetic effects or in terms of the anisotropy of galactic cosmic rays and need to be further investigated.
