We present an overview of the characteristics of ionospheric ion outflows in the high latitude ionosphere based on ion composition observations from polar-orbiting satellites and sounding rockets. These observations have revealed and confirmed the occurrence of a variety of ion outflow processes in the high-latitude ionosphere. Measurements from the different satellites have also revealed significant long-term variations in ion flow characteristics that are associated with the 11-year solar cycle, as well as seasonal variations and short-term variations associated with changes in geomagnetic activity levels. These ion outflow processes constitute a dominant source of ionospheric plasma to the Earth's magnetosphere. They may be grouped into two categories: bulk ion flows with energies up to a few eV in which all the ions acquire a bulk flow velocity, and ion energization processes where in general only a fraction of the ions are energized. In this talk, we shall discuss the characteristics of the important populations in the two categories: in particular the polar wind and auroral bulk upflow in the category of bulk ion flows, and ion beams, ion conics, upwelling ions, and transversely accelerated ions in the category of ion energization processes. We discuss their source locations, occurrence, composition and energy characteristics. In particular, we examine how strong they are, and what determines how strong they are.
