An analysis of absorption curves of cosmic rays in the atmosphere shows that additional fluxes of low-energy fluxes were present in the high-latitude and low-latitude stratosphere during 1973-1978. Consideration is given to the possibility that the presence of the new component is due to incompletely ionized atoms of the C, N, O group with energies of 200-400 meV/n.
