Model calculations are presented of the planetary patterns of polar ionosphere characteristics with consideration of recent models of magnetospheric convection. Cosmos-184 data on the lateral component of convection velocity in the daytime polar cusp point to the reversal of the direction of the zonal convection with sign changes of the By component of the interplanetary magnetic field. It is shown that the sign change of the By component and the associated change of the convection pattern in the polar cap lead to a rapid (about 1000 sec) change of the planetary pattern of polar ionosphere characteristics in the F-region maximum and higher (i.e., the Svalgaard-Mansurov ionospheric effect occurs).
