The recent measurement of Titan's drifting spin rate proves the existence of an underground ocean on which the surface ice layer rests. Titan's massive atmosphere torques the freewheeling surface as winds change with the seasons. Periodic changes in surface spin carry information about seasonal wind patterns in the atmosphere which follow the forcing of the Sun. A previously unexplained time-lag in Titan's seasonal spin rate drift is likely the result of an active cycle of methane weather in the atmosphere which damps the seasonal cycle of solar forcing. Analytical arguments and numerical simulations will be used to demonstrate this mechanism.
