Physical libration of the Moon means the departure of the Moon's rotational motion from that defined by Cassini's (1693) three laws. In topical literature, the laws are taken as a reference motion, and the perturbations due to the gravitational torque acting on a rigid body are studied. This paper investigates all other possible motions of the Moon permitted by the actual gravitational dynamics, in order to permit an understanding of the properties of the actual motion. It is demonstrated that the second and third laws are independent of the first and that they are complementary to it: all three, and not only the first, define a motion corresponding to the minimum dissipation of energy by internal friction. This theory can be applied to any satellite of different origin whose nodal line on the invariable plane shifts because of perturbations. The cases of Mercury, of an artificial Earth satellite, and of one of Saturn's satellites, Iapetus, are discussed.
