A simple physical model for the turbulence dynamics and spectra of both the density fluctuations in compressible self-gravitating matter and self-binding phase-space density fluctuations is proposed. It is noted that both systems tend to self-organize into hierarchical structures via the mechanism of Jeans collapse. The model features a cascade constrained by the physical requirement of quasi-virialization, and it exhibits interesting geometric properties such as intrinsic intermittency and anisotropy.
