A discussion is given of the likelihood that primordial black holes will develop in the context of quantum-gravity and grand-unified models for an inflationary early universe. Criteria are obtained whereby the aggregate PBH density would be adequate to account for the 'missing mass' of the universe, and the PBH mass spectrum would be compatible with astrophysical constraints on the fraction of all matter that has collapsed to form PBHs, as well as with observational limits on the microwave background anisotropy.
