The possibility of a freely precessing neutron star in Her X-1 is explored, and a theoretical analysis indicates that rotating magnetized neutron stars generally possess the form of either an aligned symmetrical top or a three-axis figure. Difficulties in the formation of the inclined symmetrical top necessary for the free precession model are pointed out. A formula for the observed period variation due to free precession is proposed. Although the variations of the pulse shape during the 35-day cycle of Her X-1 cannot be explained by free precession, they can be explained by a model of a precessing accretion disk.
