An analytical method for the solution of the Vlasov equation in the Chirikov-Taylor model of a plasma exhibiting chaotic or turbulent dynamics in the region above the stochastic transition is presented. A probabilistic equation is introduced for the evolution of the phase-space point distribution of the Vlasov equation, and the time evolution of the probability function is considered. An expression for the diffusion rate is obtained and found to be in good agreement with numerical solutions of the differential equations of motion for charged particles in a field of electrostatic plane waves.
