The authors have made a detailed comparison of the Bordeaux galactic plane 13CO survey (Jacq et al., 1988) and of the Arecibo H I survey of Baker and Burton (1979). These surveys have both angular resolutions of the order of 4 arcmin and cover the longitude range l = 40° to l = 67.5°. There is a large-scale correlation between the two species and the authors are able to identify 24 13CO clouds which have apparent self absorption counterparts. Some of the H I minima however are clearly caused by the presence of background continuum sources and this is analysed using the 11 cm survey of Reich et al. (1984). The results show that the typical ratio of mass in the form of cold atomic hydrogen to total cloud mass is of order one percent in galactic plane clouds.
