In a super-horizon-scale inhomogeneous cosmological model that is spherically symmetric, the comoving expansion of galaxies plays a role in their bulk flow relative to the CMB radiation, if the galaxies are apart from the center. We derive the associated dipole anisotropy of the radiation to be measured in a comoving local rest frame that is at a position deviated slightly from the center in the inner homogeneous region. The dipole anisotropy is expressed as a function of the distance (≍100 Mpc) from the center. For this purpose, null-geodesic equations are solved and the redshifts of rays incoming from all directions are calculated. The observations of the above bulk flow may place severe constraints upon the distance of the local rest frame from the center.
