The authors have measured the brightness temperature of 19 noise storms
continua at 169 MHz, chosen among the most intense events. The results
suggest the existence of an upper limit, the value of which is in
agreement with the theoretical predictions of theories involving
generation of Langmuir waves by isotropic electron distributions.
