It is shown that changes in the topology of space can lead to a
significant breakdown in quantum coherence. A limit on the rate of
processes with topology change is derived which follows from the
existence of oscillations in the K(0)-meson system. The results imply
that gravitational interaction is not strong even on Planck scales.
