Intercosmos-17 and Cosmos-426 data on the boundaries of the precipitation and capture of high-energy electrons (E greater than 20 keV) during the preliminary substorm phase are examined. Attention is given to the initial acceleration of electrons in the inner part of the plasma sheet and their passage into the region of closed field lines. It is shown that this process leads to a further increase in the flux and energy of electrons in the active phase (injection during breakup).
