The characteristics of muon groups were measured using a multilayer spark detector at a depth of 200 mwe. A high content (up to 50 percent) of heavy nuclei (NH) was found in the composition of primary cosmic rays at energies not greater than about 10 to the 16th eV along with a cutoff in the HN spectrum of primary cosmic rays at energies greater than 10 to the 16th eV. On the basis of a combined analysis of the multiplicity and energy spectra of muon groups, it is concluded that there exists a cutoff in the nuclei spectrum at energies greater than 10 to the 16th eV.
