An effort is made to explain the presence of charged H(+)(H2O)n clusters with n =16-22 at noctilucent-cloud (NC) heights. Riometric-absorption data indicate a deficit in equilibrium electron density in the presence of NCs in the D-region. This deficit is explained by an increase in the effective loss coefficient connected with changes in the ion composition. It is concluded that, in the presence of NCs, the formation of charged water clusters can be explained by the model of Avdiev et al. (1983, 1985).
