Evidence for flavor oscillations of neutrinos has been seen in measurements of neutrinos produced in the atmosphere, and in a different neutrino mass region by the LSND experiment. Another motivation to search for neutrino oscillations is the possibility that neutrinos contribute significantly to the dark matter in the universe. KEK, CERN, and FNAL are each planning new neutrino beam-lines for experiments which will address the above indications of neutrino mass. One novel feature of the experiments to address the atmospheric anomaly is that the neutrino detectors will be located hundreds of kilometers away from the accelerators producing the beams. The proton intensities required to produce neutrino beams with significant interaction rates in detectors at such distances pose technical challenges, especially in target design and radiation protection. The ability to predict the neutrino beam energy spectrum accurately is vital to the measurement of oscillation mass and mixing parameters and is an important design consideration.
