The question of what beam instabilities can arise in the ultrarelativistic plasma of electrons and positrons near a pulsar is examined. It is shown that for the currently known parameters of the magnetospheric plasma of pulsars a beam instability can develop only through the hydrodynamic stage, and the beam may be smeared. Thus, the picture of the generation of radiation is qualitatively similar to the picture derived by Benford and Buschauer (1977) except that the plasma must be assumed to be relativistic and the beam smeared.
