Wave excitation in a relativistic one-dimensional plasma by a low-density electron beam with a small thermal scatter of particles is investigated with reference to pulsar radio emission. The excitation increment of the plasma waves is determined for frequencies close to the low-frequency natural mode. Attention is given to the effect of the thermal scatter of the beam electrons on the oscillation frequency and the instability increment of the excited wave.
