The proposal of Polyachenko et al. (1971) that the spheroidal component of a galaxy will be triaxial, and will develop a bar if it possesses a high normalized angular momentum is compared with observations. It is shown that the Polyachenko proposal is consistent with bulge rotational velocities observed in disk-type systems. The bar presumably represented a bulge component having a high mass. The method of evaluating the relative mass of a bar is briefly discussed, and a two-stage evolutionary history of the spheroidal part of an SB galaxy is suggested.
