This paper analyzes the equilibrium, stability, and physical properties of a class of configurations called 'b-type' spheroids, which is a family of oblate spheroids rotating around an axis perpendicular to the symmetry axis; for this class of spheroids, the role of the anisotropy is essential for their equilibrium. The analysis involves the solution of the tensor virial equations and their second-order perturbations. The conditions necessary for the equilibrium and for stability with respect to transverse-shear perturbations are tested, giving precise limits both for the axial ratios and for the anisotropy. It is shown that the b-type spheroids can exist only if the velocity dispersion along the rotation axis is greater than the other components, and only if the axial ratio is greater than about 0.1.
