An equatorial astronomical observatory is stabilized by electromagnets and a single axial momentum wheel. Pointing and wheel speed errors combined with magnetometer outputs drive the magnets. Proportional laws and momentum dumping laws (gains quadratically weighted using magnetometer outputs) are compared. A new open-loop law uses the magnetometer alone to generate efficient slews and wheel dumps. Modified three axis dumping laws provide sub-degree pointing. Simple proportional laws provide arc minute pointing with occasional wheel dump interruptions and possible pointing excursions of a few arc minutes. The new proportional approach offers momentum control advantages for this and other missions.
