An analysis is made of Intercosmos-Bulgaria-1300 satellite measurements of electron and ion fluxes with energies of 0.4-15 keV and six components of the electromagnetic field in the 0.1-8 Hz range. The data reveal fluxes of electrons transported by Alfven waves in the auroral plasma. Particle precursors were observed: discrete bursts of KeV-electrons, detected several seconds before an electromagnetic jump at 800-900 km and appearing as the result of local particle acceleration above the satellite at a distance of several earth-radii in the auroral zone. It is shown that the appearance of ascending fluxes of hot (superthermal) ions may be due to the partial dissipation of electromagnetic-jump energy through collisions in the ionosphere.
