Measurements carried out at auroral latitudes on the ICB-1300 satellite have shown the existence of the Alfven wave turbulence. The properties of this turbulence resemble the properties of usual two-dimensional hydrodynamic turbulence (power law spectra with K = -2, vortex structure of the disturbances at different spectral intervals). A mechanism is proposed for the excitation of the turbulence that is related to the decay instability of a shear Alfven wave with finite amplitude. The approximations of a weak and a strong plasma turbulence are discussed.
