A low-cost aperture synthetic array capable of measuring very low frequency radio waves in the range 100 kHz-30 MHz from astronomical objects is described. This type of array needs to be located above the earth's ionosphere due to its opaqueness at these very low frequencies. The farside of the moon was chosen in order to avoid significant natural and manmade noise sources emanating from near the earth, and to permit detection of weak astronomical sources (stronger than 10 Jansky) as well as providing simple stable long baselines required by aperture synthesis. The scientific objectives of this instrument are described, and include measurements of various solar systems, galactic and extragalactic objects. The strawman array consists of 40 sensor elements and a station located at the center of the array; their design and placement is described, as well as communications, power and battery trades performed. The largest array dimension is 25 km, corresponding to an angular resolution of 20 arcmin at 1 MHz. Facility life is 12 years, covering slightly more than one solar cycle.
