A three-dimensional refraction model for the atmosphere is developed. The theoretical considerations are then applied to certain practical problems of geodetic astronomy. In particular, an analysis is made of the effect of refraction anomalies on astronomical determinations of latitudes, longitudes, and azimuths by a zenith tube, transit and universal instruments, and a near-surface astrolabe.
